The Agentur für Wirtschaftsförderung (AfW) Cuxhaven, comprising a team of experts from, among other things, the areas of business administration, geology, geography, marketing, and tourism, focuses its efforts on covering a wide range of areas from commercial and municipal investment promotion and consulting, through development of economic sectors of importance to the city and district, to regional cooperation and initiatives to strengthen economic power and competitiveness. The AfW was able to achieve an enormous location profile in the offshore wind power industry in Cuxhaven. In cooperation with the state of Lower Saxony, the city of Cuxhaven has been able to establish itself as one of the leading offshore base ports since then.

Further expansion stages of the Cuxhaven offshore base are planned for the coming years.

Transport and logistics are particularly relevant for an export-oriented country such as Germany. Sea transport is important in this context. The German seaports are, therefore, a vital interface in the supply chain for goods of all kinds in import and export. In addition to the large German and Western European container ports, the seaports of Lower Saxony hold an important position in handling of energy sources (oil, coal) and raw materials (including ore, chemical raw materials), general cargo and special cargo such as cars, forest products, and project loads. Founded in Denmark in 2002, Nordmark has secured a strong market position for itself in machining of rotor hubs, machine carriers, and bearing housings for the wind power industry in serial production. At this point, Nordmark can offer an entire production line following the highest quality standards. It is customised for offshore wind turbines, from receipt of raw parts and development of tools, to the Europe-wide shipment of finished and surface-coated machine parts.
 
Nordmark is investing in excess of 19 million euros in construction of a new factory for processing steel and metal parts of wind turbines in Cuxhaven as part of the establishment of Siemens Gamesa Renewable Energy.
